This longitudinal study examined the association between heavy alcohol use, alcohol and drug-screening requirements, and social support network variables and mothers' welfare participation in the United States. The study was a secondary data analysis of 3,517 mothers. The sample was extracted from National Longitudinal Survey of Youth data gathered in 1994-2004. Results of logistic regression show welfare participation is not associated with heavy alcohol use or alcohol- and drug-screening requirements, but is associated with a history of reported heavy alcohol use, informal help with childcare, and scant human capital. Results also indicate that alcohol- and drug screening required under TANF may not exclude heavy drinking mothers from TANF participation, and that social support networks do not cancel heavy drinking's association with participation. Several countries, including Canada, Singapore and the United Kingdom, have enacted asset-based policies for children in recent years. The premise underlying these policies is that increases in assets lead to improvement in various child outcomes over time. But little existing research examines this premise from a dynamic perspective. Using data from the NLSY79 mother and child datasets, two parallel process latent growth curve models are estimated to examine the effects of parental asset accumulation on changes in children's achievements over six years during middle childhood. Results indicate that the initial level of assets is positively associated with math scores, but not reading scores, while faster asset accumulation is associated with changes in reading scores, but not in math scores. Overall, the results suggest that the relationship between assets and various child outcomes may not be straight-forward. Different dimensions of the asset experience may lead to different outcomes, and the same dimension may also have different effects. Implications for future research and for asset-based policies are discussed.

In 1996, the US federal government passed welfare reform legislation. The Personal Responsibility and Work Opportunity Reconciliation Act(PRWORA) altered greatly the circumstances under which families can receive public assistance, limiting receipt to 5 years, requiring work after 24 months, and allowing states to impose sanctions and other requirements such as family caps (Greenberg, 1999). Because many countries reforming their social welfare system look to the USA as one possible model, analyses of the effects of US welfare policy on children are of relevance internationally. We find that the population receiving welfare in the USA is highly diverse and that background differences and early experiences explain most of the associations between welfare and poverty and children's outcomes. After taking account of these background differences, we find that children who experienced stable albeit disadvantaged economic conditions did not have worse outcomes than children who were never poor. Nor were children whose families' economic fortunes improved at higher risk for poor outcomes. However, children in families whose financial circumstances declined or fluctuated were more at risk for behavioural problems and scored lower on reading tests than were children who had never been poor.
